You are going to need to do 3 things here. The first thing you need to do is go to /Library/Application Support/GarageBand. You should have 3 folders in there but honestly that doesn’t matter because the best thing to do at this point is to just delete that GarageBand folder and everything in it. The next thing you want to do is repair your disk permissions. You do this by using the disk utility at /Applications/Utilities/Disk Utility.

Remove garageband instruments

A new window will open and you will want to select your hard drive, most likely the top most selection in the pane on the left. From here you will want to click the “Repair Disk Permissions” button. The “Verify Disk Permissions” button is pretty useless in my opinion because it just tells you if there is an error and then you have to repair after so it is easier just to start off by repairing right now. The last thing you will want to do is reinstall GarageBand. This should solve leave you with a working install of GarageBand.

There is a slight chance that just repairing the permissions could help but since you already reinstalled once I think it makes the most sense to do the entire process to get a clean install. You could even, after removing /Libraries/Application Support/GarageBand drag GarageBand itself to the trash too and then empty your trash before continuing with the list to make certain there is nothing funny left over.
