Please answer ALL of the following [admittedly tedious] diagnostic questions by number, preferably without quoting my post: 1a. When (approx. Date) did you purchase the computer? Email sender deluxe full crack. Where or from whom did you purchase the computer? Was the computer sold to you as a brand-new, never-been-used-by-anyone-else computer or as a used (refurbished) computer?
Did the computer come with Win10 preinstalled, did you do a clean install of Win10, or did you upgrade a Win7 computer or a Win8.1 computer [. Symantec CleanWipe and the Norton Removal Tool are not the same application. That being said.
The only way Symantec Endpoint Protection (an Enterprise application) could be installed on the computer would be if it was a used computer and/or poorly refurbished (used) computer. Tranlation: The vendor may have told you it was a brand-new computer, the vendor may have been an authorised Dell computer outlet, the computer may have even been packed in what appeared to be an unopened package, but chances are it was a used and possibly poorly refurbished (assuming it was refurbished) computer when you bought it.

Another clue is that most (99.99%) brand-new Dell computers come with a McAfee application, not a Symantec application, preinstalled. Why didn't this Symantec issue appear when you upgraded from Windows 10 Version 1607 to Windows 10 Version 1703 (the first Creators Update) earlier this year? That being said, in the past few months I've encountered many other users who've had problems installing updates (including Feature updates) on what turned out to be used computers. The only way that any of them resolved the problem was by formatting the computer HDD (or SSD, as the case may be) and then doing a (literal) clean install of the current Windows 10 version (i.e., Version 1709 now).

I won't argue with you - but the fact remains that brand-new, never-been-used-by-anyone-else computers do NOT come with Symantec Endpoint Protection preinstalled. Some disreputable used-computer refurbishers will 'reinstall' Windows using questionable images that include such Enterprise/Corporate applications - but the computers are still used computers. I don't know of any other possible resolution other than returning the computer to place of purchase & demanding a full refund - or purchasing a brand-new computer via, e.g., HP.com, Dell.com, etc. -- ~Robear Dyer (PA Bear) Microsoft MVP (Windows Client) since October 2002. I am having this problem as well.
